The Energy Policy Committee is a permanent joint interim committee of the Alabama State Legislature.

The Code of Alabama outlines how committees of the Alabama State Legislature are assigned. Some are assigned by the leaders of either chamber, while others are composed of specific leaders and committee chairs.[1]

Function

The Permanent Joint Legislative Committee on Energy Policy is created for the purpose of developing the Alabama Energy Plan to recommend to the Governor and the Legislature courses of action to address the state's long-term and short-term energy challenges. The plan shall include, without limitation, recommendations relating to oil and gas production and future oil and gas development that are found both onshore and offshore in Alabama, as well as renewable and alternative energy sources.[2][3]

Membership

The committee shall be composed of the following members:
  • The Chair of the House Committee on Agriculture and Forestry.
  • The Chair of the House Commerce Committee.
  • The Chair of the Senate Committee on Agriculture, Conservation, and Forestry.
  • The Chair of the House Government Appropriations Committee.
  • The Chair of the Senate Committee on Finance and Taxation General Fund.
  • The Chair of the Senate Committee on Commerce, Transportation, and Utilities.
  • The Chair of the Senate Committee on Energy and Natural Resources.
  • The Chair of the Permanent Oil and Gas Study Committee.
  • Five members of the Houses of Representatives appointed by the Speaker of the House of Representatives, all of whom shall be appointees from the House of Representatives to the Energy Council and one of whom shall be a member of the minority party.
  • Two members of the Senate appointed by the Lieutenant Governor, both of whom shall be appointees from the Senate to the Energy Council and one of whom shall be a member of the minority party.
  • Two members of the Senate appointed by the President Pro Tempore of the Senate, both of whom shall be appointees from the Senate to the Energy Council.[4][3]
