Amendment 2 was legislatively-referred to the ballot by the Florida State Legislature as a proposed amendment to the Florida Constitution.
What Amendment 2 did was change the time that the Florida Constitution Revision Commission was to meet from 1998 to 1997, and gave the FCRC the authority to review tax and budget matters that would otherwise only have been under the authority of the Florida Taxation and Budget Reform Commission.
