The Permission first for tax increases is an initiated constitutional amendment in Florida officially known as referendum approval required for ad valorem tax revenue increases in excess of three percent which would amend Article VII, Section 2 ("Taxes; rate") of the Florida Constitution so as to require referendum approval of anticipated ad valorem tax revenue increases in excess of three percent over the amount of ad valorem tax revenue collected in the prior year.[1]
Support
Ax the Tax (Florida chapter) is sponsoring the initiative. They would like the following to be put into place:[2]
- Rollback local budgets to 2000-2001 levels adjusted for inflation and population growth.
- Establish a 3% cap on all government expenditures growth.
- Establish a 3% cap on all government revenue growth.
- Voter approval of any taxes beyond these caps – our local governments can no longer be trusted with this responsibility.
- Surplus revenues should be returned to taxpayers.
- School funding would be exempt from both caps.
Americans for Prosperity has also endorsed the petition.
