Mrvan was Precinct Committee Person for the City of Hammond. He was a Councilman for the City of Hammond from 1971 to 1978 and again from 1996 to 1998. He has served in the Indiana State Senate from 1978 to 1995 and from 1998 to the present.
Mrvan was an Airman 1st Class Weather Institute for the United States Air Force from 1952 to 1956. He worked as a Union Member for the Mobil Oil Company from 1956 to 1960. He then worked as a Cost Accountant for M and T Chemical Company form 1960 to 1965. He also worked as a Bank Financial Officer for National City Indiana from 1965 to 1996.
Mrvan attended both the American Institute of Banking and Indiana University Northwest.
