Turner served as Special Assistant to U.S. Senator Barbara A. Mikulski from 1987-1993. He has also worked as a Judge in the Howard County Orphans' Court, Assistant Professor of Business Law and Legal Environment at Morgan State University, and Administrative Aide to former North Carolina Governor Dan K. Moore.
Turner is Chair of the Howard County Delegation, and a member of the American Business Law Association, State Planning Committee for Higher Education, and Maryland Green Caucus.[1]
