Hooks served in the Georgia State House of Representatives from 1980 to 1990. During this time he was also Assistant Administration Floor Leader for Former Governor Joe Frank Harris.
Hooks has worked in Insurance and Real Estate. He has been a Deacon/Sunday School Teacher for the First Baptist Church of America. From 1973 to 1977 he was Regional Vice President for the Alliance of American Insurers. He has worked as President of The Hooks Agency, Incorporated since 1977.
Hooks earned his BA from Auburn University in 1970. He went on to receive his LLD from Mercer University in 2000.
