SHALL THE CITY OF GERALD BE ALLOWED TO IMPOSE A ONE-HALF CENT PER DOLLAR SALES TAX FOR THE PURPOSE OF CONSTRUCTION AND MAINTENANCE OF A COMMUNITY CENTER WITHIN THE GERALD CITY PARKS SYSTEM.
