Grand Jury declines to indict former Chattanooga City Councilwoman Marti Rutherford. Marti Rutherford was forced to step down after allegations that she did not actually live in the district she represented. A city union asked the Election Commission to investigate and the allegations were forwarded to the district attorney's office. The Grand Jury came back with a No Bill. [1]
