Biography
Meeks was born in East Harlem, New York. He earned a B.A. from Adelphi University in 1975, and a J.D. from Howard University in 1978.[3]
Career
After earning his J.D., Meeks served as the assistant district attorney of Queens County, New York from 1978-1983. He subsequently served as assistant special narcotics prosecutor of New York City, as deputy counsel of New York's investigation commission, and as supervising judge of New York's workers compensation board.[4]

Specific votes
Fiscal Cliff
Meeks voted for the fiscal cliff compromise bill, which made permanent most of the Bush tax cuts originally passed in 2001 and 2003 while also raising tax rates on the highest income levels. He was one of 172 Democrats that voted in favor of the bill. The bill was passed in the House by a 257/167 vote on January 1, 2013.[8]
Ethics investigation
In 2010, the FBI began investigating a loan Meeks received from a friend in 2007. Meeks did not report the loan, violating U.S. House ethics rules. He also was unable to provide paperwork on the loan's specifics, only paying the lender the loan amount plus interest after the FBI started investigations.[9]
Meeks was also fined $63,000 in 2008 by the Federal Election Commission for improper use of campaign funds.[9]
Elections
2012
Meeks ran for re-election in New York's newly drawn 5th congressional district in 2012. Three candidates challenged Meeks in the June 26 Democratic primary. Former city councilman Allan Jennings Jr., small-business owner Joseph Marthone, and recent law-school graduate Mike Scala all hoped to be the one to receive the party nod over Meeks.[10] Meeks won the primary and advanced to the general election on November 6th, 2012.[11] He was re-elected on November 6, 2012.[12]
Jennings also ran in the Republican primary, where he was unopposed. He considers himself to be willing to "work with anybody who’s going to help this district," which he says sets him apart from Meeks.[10]
The 29-year-old Scala graduated from law school on June 1, 2012, just a few weeks before the June 26 primary. He said he was most concerned with helping the lower and middle class.[13]
Marthone said education is the way to solve the nation's problems.[14]
At a forum in early June, the three challengers and a representative of Meeks discussed issues of importance. Jennings called for an end to the NYPD "stop and frisk" policy. Marthone pledged to fight hydrofracking and airplane noise pollution. Scala criticized Meeks for supporting the Budget Control Act, which took away subsidized loans for graduate students.[10] Meeks was busy in Washington at the time of the forum, but his representative said that most of the issues brought up were city and state issues, not national ones -- indicating that the challengers were not prepared for federal politics.[10]

Meeks is a member of the Allen AME Church in St. Albans, New York and is a member of Alpha Phi Alpha Fraternity. He is married to Simone-Marie Meeks and has three daughters – Ebony, Aja, and Nia-Ayana.[32]
