Howard sought election to the U.S. House representing the 2nd Congressional District of Nebraska. Members of the Nebraska State Senate are non-partisan, but Howard ran for the U.S. House as a Democratic candidate.[1] She was defeated by John Ewing in the Democratic primary. [2]
Howard is a social worker and adoption specialist. She earned her bachelor's degree in Sociology/Psychology from Midland Lutheran College in 1967 and her MSW from the University of Nebraska in 1974.
Howard began her professional experience as a case manager for the Nebraska Department of Health and Human Services from 1969 to 1975. In that year, she became a child protective worker for the same organization until 1989. In that year, she once again transferred positions to a permanency reviewer until 1997, in which year she became an adoption specialist/social worker, her current occupation.
Gwen Howard is involved in a number of organizations, including the Academy of Certified Social Workers, National Association of Social Workers, American Federation of State, County and Municipal Employees, and the Nebraska Association of Public Employees.
Issues
Howard voted in favor of Nebraska Legislative Bill 39, to restrict initiative rights in Nebraska.[3]
