This measure sought to replace the current health levy which is set at a rate of $.10 per $100 of assessed property value for a further ten years in order to continue to pay for mental health services and facility maintenance costs in the county.[2]

The question on the ballot:

A replacement of a tax for the benefit of the Alcohol, Drug Addiction and Mental Health Services District (317 Board) (Athens, Hocking and Vinton Counties) for the purpose of the operation, acquisition, construction, renovation and maintenance of the mental health and recovery services and facilities at a rate not exceeding 1 mill for each one dollar of valuation, which amounts to $0.10 for each one hundred dollars of valuation, for 10 years, commencing in 2012, first due in calendar year 2013.[3]
