Morales was a Transition Coordinator/Head Baseball Coach at Cobre Consolidated School District from 2001 to 2005. He has been an Instructor at Western New Mexico University since 2005.
Morales earned his BS from Western New Mexico University. He went on to receive his MA in Bilingual Special Education in 1998. He then earned his PhD in Curriculum and Instruction from New Mexico State University.

Morales ran for re-election in 2012. He ran unopposed in the June 5, 2012 Democratic primary. He was unchallenged in the general election which took place on November 6, 2012.[2][3]
