Illinois General Assembly adjourns session without passing any initiative legislation

A total of 11 joint resolutions that were considered in both the House and Senate failed with virtually most legislation not receiving an up or down vote on the legislative floor. Out of the 11 resolutions considered, the proposals included implementing a full-scale initiative process in Illinois and creating the framework to allow citizens to recall elected officials and judges at the state and local levels.
The legislation that was considered towards the initiative process took a back seat during most of the session as legislators dealt with a budget crisis affecting Illinois. The budget passed the Illinois Senate, but did not pass the House. Members of the General Assembly may be called into special session by Governor Pat Quinn facing a May 31, 2010 deadline to avoid a overtime on the state budget. Any budget passed after May 31st would require a super-majority vote in order to be approved.
