GOP seeks majority
Going into the election, the Democratic Party held a "fragile" 52-48 majority in the 100-member House.[3]
Republican Governor Mitch Daniels was focused on changing that, with the goal of having a Republican majority in the state house for his final two years in offices. His political action committee "Aiming Higher" had raised close to $1 million by late April 2010 to help the campaigns of Republican state house candidates.[4]
The Republican Party last held a majority in the Indiana state house in the 2005-2006 term.[4] The GOP has a 33-17 majority in the Indiana State Senate; after taking the house on November 2, it controls the governor's seat and both houses of the Indiana State Legislature.
Nationally, leading into the November 2010 election, Republicans controlled the governor's office, state House and state Senate in 9 nine states, while Democrats enjoyed what is called "total control" in 16.[5]
Democrats also target
The Democratic Legislative Campaign Committee has pledged to spend $20 million on state legislative elections in nine states, including Indiana, in 2010.[4]
Redistricting at stake
An April 2010 analysis in the Wall Street Journal said that what's at stake in the Indiana House elections of November 2010 is redistricting:
- "In Indiana, for example, Democrats controlled redistricting after the 2000 elections and picked up three additional congressional seats over the past decade. Now, Republicans are trying to reverse those gains. If the GOP picks up just three seats in the state House, the party will control both chambers of the legislature and strengthen its hand in the redistricting process."[6]
Incumbency
Unopposed incumbents
30 incumbents (30%) faced no competition in the November 2 general election.
- 9 Democratic incumbents faced no November challenger.
- 21 GOP incumbents faced no November challenger.
Primary challenges
Only six incumbents faced competition in the May 4 primary. One incumbent, Republican William Ruppel, lost to his challenger, Rebecca Kubacki.
- District 11: Incumbent Democrat Dan Stevenson, Sr.
- District 15: Incumbent Republican Donald Lehe
- District 16: Incumbent Republican Douglas Gutwein
- District 19: Incumbent Democrat Rochelle VanDenburgh
- District 22: Incumbent Republican William Ruppel
- District 55: Incumbent Republican Tom Knollman
Retiring incumbents
Seven incumbent representatives did not run for re-election, while 93 incumbents (93%) ran for re-election. Of the 7 incumbents who did not seek re-election, 4 were Democrats and 3 were Republican.
Incumbents who retired are:
- District 21: Incumbent Republican Jackie Walorski.
- District 46: Incumbent Democrat Vern Tincher.
- District 67: Incumbent Republican Cleo Duncan.
- District 73: Incumbent Democrat Dennie Oxley, II.
- District 75: Incumbent Democrat Dennis Avery.
- District 76: Incumbent Democrat William Van Haaften.
- District 90: Incumbent Republican Michael Murphy. This seat is guaranteed to stay in the GOP column, since no Democrat is running.
Qualifications
To be eligible to serve in the Indiana House of Representatives, a candidate must be:[7]
- A United States citizen at the time of the election
- Have resided in the state for at least two years and in the house district for at least one year before the election
- Be at least twenty-one years old upon taking office
- Registered to vote in the election district the person seeks to represent not later than the deadline for filing the declaration or petition of candidacy or certificate of nomination.
