J.H. Graham, elected as mayor of Wichita, Kansas, in April 1911, was successfully recalled in September 1911.
Graham was unpopular with the Wichita Eagle because of his views on prohibition. The newspaper circulated the recall petitions starting within two months of Graham's election. The issue around which the Wichita Eagle sought to crystallize public opinion against Graham was the purchase of a municipal water plant.
Sam Hamilton, an employee of the Wichita Eagle, ran the recall effort.
