Hill was Inspector General/Unit Commander in the Georgia Air National Guard from 1998 to 2000. He is also a former Reserve Forces Officer for the Selective Service System of the United States Air Force Reserves. He is currently an Independent Grocer.
Hill earned his BBA from Georgia Southern College in 1966.
Budget in 2011
As Chairman of the Appropriations Committee, Hill is in a unique position to give a candid view on the state's finances. On December 13, 2010, he warned that the state budget deficit for FY 2012 is nearing $2 billion, which is much worse than previously thought.[1] Even though the state's revenues increased for the sixth straight month in November 2010, Hill said it is not enough.[2] With the current state of the legislature, Hill said that he did not think that a pure tax increase would pass, but suggested something more like a broadening of the sales tax. A special tax council that has been studying the state's finances is due to release a report on possible solutions by January 10, 2011.

Hill ran in the 2012 election for Georgia State Senate District 4. Hill ran unopposed in the Republican primary on July 31, 2012. No Democratic candidate filed to run for this seat. The general election took place on November 6, 2012.[3][4] Hill won re-election in the general election.[5]

On November 4, 2008, Hill won re-election to the Georgia State Senate from Georgia's 4th Senate district. Hill ran unopposed in the general election, and he received 51,403 votes.[7] Hill raised $221,100 for his campaign in 2008.[8]
