Prior to his election to the House, McGuire served as Supervisor in Joliet Township from 1982-1991, and a Trustee from 1973-1982.
McGuire served in the United States Army, and has been a coach and teacher. He is a member of Post 1080 - American Legion, Irish-American Society of Will County, and Number 367 - Veterans of Foreign Wars.[2]

McGuire ran for re-election to the 86th District seat in the Illinois House of Representatives in 2012. He was unopposed in the Democratic primary on March 20, 2012, and would have faced Ryan Martin Alm in the November 6 general election.[3][4] However, on April 6, he announced his retirement due to health concerns.[1]

McGuire won re-election to the 86th District seat against Republican Ryan Eggert. He ran unopposed in the Democratic primary on February 2nd. The general election took place on November 2, 2010.[5]
