Baxter was a 2012 Democratic candidate for District 20 of the Tennessee State Senate.

Elections for the office of Tennessee State Senate will consist of a primary election on August 7, 2014, and a general election on November 4, 2014. The signature-filing deadline for candidates wishing to run in this election was April 3, 2014. Randy Lamb is unopposed in the Democratic primary. Brandon Dodds will face Ed Jackson in the Republican primary. James A. Baxter is running as an Independent candidate. Tim York is running as a Constitution candidate.[1]

Baxter ran in the 2012 election for Tennessee State Senate District 20. Baxter was defeated by Phillip L. North in the August 2, 2012, Democratic primary. David Hall, Steven Dickerson, and Rob Mortensen ran in the Republican primary.[2][3][4]
