Brochin earned his BA in Political Science from the University of North Carolina at Greensboro in 1986. He went on to receive his MA in Government and Politics from the University of Maryland at College Park in 1990.
Brochin was a Legislative Analyst for the Maryland Senate President in 1989. He then worked as a Lobbyist in Baltimore County from 1990 to 1991. He also worked as a Political Science Instructor at Catonsville Campus of the Community College of Baltimore County from 1990 to 1998. Following that, Brochin worked as a Senior Political Writer for Baltimore Magazine from 1994 to 2001. Brochin began working as a Professor at Towson University in 1994; it's a position he still holds. He has also been an Insurance Broker since 2000.
Brochin worked as a Campaign Manager for American Joe Miedusiewski from 1993 to 1994. He then joined the Maryland State Senate in 2002. He has served in that position since, representing the 42nd district.
