Kelly has worked over the last ten years in different capacities for Governor McDonnell in both political and governmental roles. She began her service as a legislative intern for then-Delegate McDonnell before transitioning into a more active political role helping to manage his 1999 re-election campaign. From 2002 until 2004, Kelly ran his candidate committee and operated as his campaign manager in his race to become Virginia's Attorney General. During his tenure as the state's chief law officer, she assumed the dual roles of Chief of Staff and Director of Administration, managing the finances, operations, information technology, and human resource divisions of the office. Prior to her appointment, Kelly was the Deputy Director of the Transition.
