According to the petition, residents wanted a recall election because Pizzi allegedly did not lower the high salaries of district employees, namely district manager Larry Bishop's $130,000 salary. Financial woes in the district and rate hikes for water and waste services led residents to call for lower salaries for officials. In addition, only 120 residents cast their vote when Pizzi was elected in May 2008. According to county officials, the district has 4,000 registered voters. Residents protested that the election was not advertised well.
The recall campaign was initiated and led by resident Ron Pace.
