Foltz worked as a pastor for the United Church of Christ in Maryland, New Jersey, and Virginia, settling in Virginia in 1996. He is also a chaplain and a volunteer with the Centreville Station #17 Volunteer Fire Department.

Foltz ran in the 2013 election for Virginia House of Delegates District 40. Foltz ran unopposed in the June 11th Democratic primary. He was defeated by incumbent Tim Hugo (R) in the general election on November 5, 2013.
