Stern attended Pennsylvania State University and Altoona School of Commerce. He worked as Deputy Prothonotary for Blair County from 1982 to 1989. He then worked as Prothonotary and Clerk of Courts for Blair County from 1989 to 1992.
In 1993, Stern joined the Pennsylvania House of Representatives. He has served in that position since.
