Jim Halligan is a Republican member of the Oklahoma Senate, representing the 21st District. Halligan first joined the Senate in 2008.
Halligan recieved B.S., M.S., and Ph.D. degrees in Chemical Engineering from Iowa State University. In addition to serving as state senator, Halligan has served as president of Oklahoma State University since 1994.
