Cotten ran for Texas Railroad Commission in 2012. He lost against Beryl Burgess, Warren Chisum, Christi Craddick, Roland Sledge and Becky Berger in the May 29 Republican Primary.

Incumbent Buddy Garcia (R) was appointed to serve in the seat until the general election and is not running for election.[1]
