Joe McCulley was a candidate for the District 1 seat on the Blount County Board of Education in Tennessee. The general election was held on August 7, 2014. McCulley was previously a Republican candidate for District 8 of the Tennessee House of Representatives.
McCulley graduated from Lenoir City High School. He served on the Blount County Commission from 2006 to 2010. He served three years on the Education Committee.

The August 7, 2014 general election ballot for District 1 included Sammy Humphrey, Terry Hurst, Joe McCulley and Debbie Sudhoff. Incumbent Charles Finley ran unopposed on the District 3 ballot. The District 5 ballot included incumbent Don McNelly and challenger Scott Helton. The District 7 ballot included Dennis Cardin, Stan Giles and Fred Goins.
