Shoop ran in the 2012 election for the U.S. House to represent Washington's 2nd District.[3] He sought the nomination as a Republican and faced incumbent Rick Larsen (D), Dan Matthews (R), Eli Olson (R), Mike Lapointe (99% Party), and Glen Johnson (I) in the August 7, 2012, primary. The top two vote-getters appeared on the general election ballot.[4] He was defeated in the August 7, 2012, primary.[5]

Republican Dan Matthews is seen by some as presenting a serious threat to Democratic incumbent Rick Larsen.[6] An analyst, however, says, "There is no way a candidate like Larsen is going to lose in 2012."[7]

Larsen leads Matthews in fundraising by a fair margin, with Larsen having over $1 million and Matthews with $220,000. No other candidate has raised a significant amount.[7]
