Keel's long record of government service began in 1973 with his position "as an accountant at the Texas Water Quality Board." From there he went to serve in the office of the Texas Comptroller. Keel also served as the director of budget in the Texas Attorney General's Office and as "special assistant for budget and projects for the Texas Senate." He began as director of the Texas Legislative Budget Board in 1994. Keel worked in the private sector from 1981 to 1988, founding and running a tax, accounting and consulting practice.
