Schiffer was on the Johnson County School Board from 1978 to 1987. He was appointed to the Wyoming State Senate in 1993, and from 2003 to 2004, Schiffer served as Senate Vice President. He then served as Majority Floor Leader from 2005 to 2006. He went on to become Senate President in 2007 and served in this position until 2008.
Schiffer has worked as a rancher for 48 Ranch since 1987. Schiffer earned his BA from Colorado College in 1967. After earning his degree, Schiffer served in the United States Navy from 1967 to 1970. He went on to work as a rancher at The Hat Ranch from 1971 to 1987.[1]
