Thrasher was on the Clay County School Board from 1986 to 1990 and was Chairman of that Board from 1989 to 1990. He was a Republican Caucus Policy Committee Member in 1992 and 1993. In 1993 he was Clay County Delegation Chairman. He served in the Florida State House of Representatives from 1992 to 2000. From 1998 to 2000 he was Speaker of the House.
Thrasher served in the United States Army from 1966 to 1970. He is currently an attorney.
Thrasher earned his JD and BA from Florida State University.
