Waterman joined the Indiana State Senate in 1994. He has served in that position since, representing the 39th district.
Waterman is the former owner and operator of a Contracting Business. He worked as Sullivan County Sheriff from 1986 to 1994. He is currently an Independent Businessman.

Issues
Law enforcement drones
On January 10, 2013, Waterman became the second author of SB 0020, a bill restrict the use of unmanned aerial vehicles (drones) introduced by Senator Jim Tomes on January 7. This bill would ban anyone, including law enforcement officers, from using drones for surveillance purposes without the permission of the surveillance's subjects and would also ban the use of any evidence collected using a drone without the subject's permission. Intentional violation of the drone ban would be a Class D felony. The bill would forbid the use of government funds for purchasing drones beginning on July 1, 2013.[1] SB 0020 was referred to the Rules and Legislative Procedure Committee on January 7.[2]
