Nugent was Chair of the Dearborn County Board of Commissioners from 1966 to 1974. He joined the Indiana State Senate in 1978. He has served in that position since, representing the 43rd district.
Nugent served in the United States Army in 1957. He ha been owner of Nugent Tractor Sales since 1957.

Nugent won re-election to the 43rd District Seat in the Indiana State Senate with no opposition. He received 32,334 votes.
Nugent defeated primary challenger Lindsay Patterson by a margin of 11,737 to 4,104 in the May 4 Republican primary election. [1]
