Brien attended the University of Rhode Island in 1993. He went on to attend New York Law School in 1997, and received his MBA from Suffolk University in 2001. He works for Gtech Corporation.
In 2007, Brien joined the Rhode Island House of Representatives and served in that position until his primary defeat in 2012.

2010
Brien won re-election to the 50the District Seat in 2010. He defeated Roger Blais and Todd Brien in the September 14 Democratic primary election and defeated Republican Harvey Nabozny in the general election on November 2, 2010.[3][4]

In 2008 Brien was elected to the Rhode Island House of Representatives District 50. Brien (D) finished with 3,262 votes while his opponent Harvey Nabozney (R) finished with 882.[5] Brien raised $200 for his campaign fund.[6]
