Biography
McKinney graduated from the University of Kentucky with a BS in chemical engineering and from the University of West Florida with a master in business administration. Before assuming his position on the commission, he worked for Monsanto Company in manufacturing, R&D and marketing. He also served as chairman of the Chemical Industry Committee for West Virginia for 8 years.[1]

McKinney was first appointed to the position in August 2005. He is the chairman of the Clean Coal Subcommittee for the National Association of Regulatory Commissioners (NARUC) and serves on the NARUC Board of Directors.
