Fleck has worked as the following; department head at College of Mount Saint Joseph, vice president of academic affairs at New Hampshire College, Southern New Hampshire University, dean and interim president at Wayne State College, associate professor at George Washington University, and as a teacher and principal. He also served in the United States Air Force and United States Air Force Reserves from 1957-1994.
Fleck earned his PhD in education administration from University of Oklahoma in 1975, his MEd in social studies from University of Central Oklahoma in 1969, and his BA in political science from Queens College, City University of New York in 1957.
