Talbott earned his BS and MA from West Virginia Wesleyan. He also attended Potomac State College.
Talbott served in the United States Marine Corps from 1955 to 1959. He is currently an educator.[1]
He was defeated in the May 8, 2012 Democratic Primary.[2]

Talbott ran for re-election in the 2012 election for West Virginia House of Delegates, District 44. Talbott and Sue Blake Andersen were defeated by Dana L. Lynch in the May 8 primary election.[3][4]
2010
Talbott was re-elected to the West Virginia House of Delegates District 36 in the November 2, 2010 general election. He defeated Independent Duane Borchers, Sr.. Talbott defeated Democrat Sue Blake Andersen in the May 11 primary. [5][6][7]
