Hinojosa graduated from the University of Texas Pan American and later obtained a J.D. from Georgetown University.
In addition to being a senator, Hinojosa is also an attorney for his own private practice and has done so since 1980. Prior to his election to the state senate, he was representative in the Texas House of Representatives from 1981 to 1990.[2]

Hinojosa won re-election in the 2012 election for Texas State Senate, District 20. Hinojosa ran unopposed in the May 29 primary election and defeated Raul Torres (R) in the general election which took place on November 6, 2012.[4]
