Vargas served in the California State Assembly from 2001 to 2006. He then ran for election to the United States House of Representatives in 2006 but was not elected. He is also a member of the San Diego City Council.
Vargas earned his BA in Political Science from the University of San Diego in 1983. He went on to receive his MA in Humanities from Fordham University. He then earned his JD from Harvard Law School.
Vargas works for Luce, Forward, Hamilton and Scripps as an Associate Attorney.

Vargas defeated Mary Salas in the June 8 primary election.[3] He then defeated Republican Brian Hendry in the November 2 general election.[4]
