OLYMPIA, Washington: Although the Washington Secretary of State had intended to release copies of submitted Washington Referendum 71 signature petitions, U.S. District Judge Benjamin Settle has ruled that he is going to keep the existing ban on releasing the petitions. Judge Settle extended the ban on September 10.

On September 11, open government activist Arthur West filed a notice of appeal with the 9th Circuit Court of Appeals of Judge Settle's Preliminary Injunction and Protective Order.
