Kansas Legislature passes bill declaring life begins at fertilization

TOPEKA, Kansas: Kansas lawmakers on Friday gave final passage to an anti-abortion bill that declares life begins "at fertilization." Additionally, the bill bans abortions done because of the baby's sex and blocks tax breaks for abortion providers.
On Tuesday, abortion rights activists delivered some 1,600 signed petitions to Gov. Sam Brownback's office, urging him not to sign the bill. While a spokeswoman for the governor said he has yet to receive the bill, he is expected to sign it into law.
