Kansas Legislature passes bill declaring life begins at fertilization

TOPEKA, Kansas: Kansas lawmakers on Friday gave final passage to an anti-abortion bill that declares life begins "at fertilization." Additionally, the bill bans abortions done because of the baby's sex and blocks tax breaks for abortion providers.[1]

Approved by the Senate by a margin of 28-10 and in the House 90-30, the new restrictions would take effect July 1.[1]

On Tuesday, abortion rights activists delivered some 1,600 signed petitions to Gov. Sam Brownback's office, urging him not to sign the bill. While a spokeswoman for the governor said he has yet to receive the bill, he is expected to sign it into law.[2]
