Biography
Montoya worked in the Bernalillo County Assessor’s Office from 1991 to 2004. She was a Senior Appraiser with the New Mexico State Property Tax Division from 2004 to 2006 and served as Chair of the County Valuation Protest Board.
Montoya was elected as Bernalillo County Assessor in 2006, serving in the position for two terms from January 2007 to January 2013.[1]

Political career
Public Regulation Commission (2013-present)
Montoya succeeded Jason Marks as the Public Regulation Commissioner representing District 1 on January 1, 2013. Marks was term-limited from seeing re-election in 2012.
Bernalillo County Assessor (2007-2013)
Prior to her election to the PRC, Montoya served as Bernalillo county assessor. She was criticized for firing employees at the county assessor's office. While she said it was to save taxpayers money, others questioned her motives. The county manager intervened, re-hiring six of the employees fired by Montoya and putting them into different county departments.[2]

Montoya ran for District 1 of the New Mexico Public Regulation Commission in 2012. She defeated Cynthia Hall and Al Park in the Democratic primary on June 5, 2012. Christopher Ocksrider was unopposed in the Republican primary.[3]
She won the general election on November 6, 2012.
