Giard’s work experience includes ten years as a public accountant working for national CPA firms in Massachusetts, Michigan, and Alaska. In addition to working for KPMG as a public accountant in Alaska, Giard served as the chief operating officer of Alaskan Choice Television, promoting wireless cable services over UHF frequencies in Anchorage, Fairbanks, and Wasilla and working on Federal Communications Commission regulatory issues.

Giard served on the Regulatory Commissioners in Alaska. She first assumed office in 2003. Giard served as the chair of the commission from July 1, 2004 - June 30, 2007. She resigned on January 4, 2013.
Municipality of Anchorage, Chief Fiscal Officer 2000-2003
Giard most recently served as chief fiscal officer for the Municipality of Anchorage from 2000 until her appointment to the commission.
