Controversies
Alleged ethics violations
Hall found himself before the Kentucky Legislative Ethics Commission on August 16, 2011, over allegations he had abused the powers of his office to enrich himself and benefit his friends. The troubles stem from several incidents surrounding the Mountain Water District, a water and sewer utility in Hall's native Pike County. According to an investigation by the state auditor, Hall may have used his power as a member of the House Appropriations Committee to steer a $171,000 no-bid contract with the water district to a company he owned. Allegations have also surfaced that he may have anonymously inserted a provision into a state budget bill that allowed his business associates to continue to serve on the water district's executive commission.[7]
