McCall attended Harrisburg Area Community College. He also attended Pennsylvania State University.
In 1983, McCall joined the Pennsylvania House of Representatives. He served in that position until 1983, representing the 122nd District. He also served as Speaker of the House, but in the 2011 session, Sam Smith will replace him.[1]

On November 4, 2008, McCall won re-election to the 122nd District seat of the Pennsylvania House of Representatives. He received 16,981 votes, defeating Republican Doyle Heffley (9,549).[2]
