Winters earned his BS from Murray State University. He went on to receive his MS from Indiana University. He then earned his PhD from the University of Northern Colorado.
Winters was formerly enlisted in the United States Army Reserves. He is a former solider in the U.S. Army. He is also former Dean of the College of Industry and Technology at Murray State University. He is retired President of Campbellsville University.

On November 8, 2008, Winters was re-elected to the First District Seat in the Kentucky State Senate, defeating Carroll Hubbard (D). [2] Winters raised $394,459 for his campaign, while Hubbard raised $304,887.[3]
