Carr is a native of Bowling Green, Kentucky who created the Political Empowerment Project of Southern Kentucky and later founded the College Park Civic League.[2]
Carr studied History at Shepherd University and Public Relations at Western Kentucky University.[2]
From 2004-2012 Carr worked as a Legislative Analyst (Fulton County House Delegation Executive). Prior to this, from 2001-2004, Carr worked as an Assignment Coordinator at Fulton County Government Television.[2]
On May 25, 2012, Carr became the Acting Chair for the 5th Congressional District of the Democratic Party of Georgia.[3]

Carr ran in the 2012 election for Georgia House of Representatives District 62. Carr and Benny Crane were defeated by Marvin Arrington and Ladawn Blackett Jones in the Democratic primary on July 31, 2012. No candidates filed to run in the Republican primary. The general election took place on November 6, 2012. [1][4][5]
