A candidate for the office of the lieutenant governor must be:
- a citizen of the United States
- at least 21 years old
- a resident of South Dakota for at least two years as of the election

South Dakota elects lieutenant governors in the midterm elections, that is, even years that are not Presidential election years. For South Dakota, 2006, 2010, 2014, and 2018 are all gubernatorial election years. Legally, the gubernatorial inauguration is always set for the first Tuesday after the first Monday in the January following an election. Thus, January 4, 2011 and January 6, 2015 are inaugural days.
Vacancies
Details of vacancy appointments are addressed under Article IV, Section 6.
Anytime the office of the lieutenant governor is vacant, it falls to the governor to nominate a replacement, subject to legislative approval by a majority vote in each chamber.
If both executive offices are vacant, then the same line of succession used in the gubernatorial vacancy goes into effect, skipping over the vacant lieutenant governor's office.
For purposes of determining when a temporary absence has become a permanent vacancy, the Supreme Court of South Dakota has sole jurisdiction.
Duties
The lieutenant governor serves as President of the state Senate, though she has no vote unless the full Senate is evenly split on a vote and does not perform day-to-day duties in the chamber.
She also performs additional duties as delegated and appointed by the Governor and is the first officer in the line of succession is the governor's seat is temporarily or permanently vacant.
South Dakota's lieutenant governor usually serves as an adviser to the Governor's Executive Committee. She also sits on such boards and heads such special projects as her experience and skills dictate.

The lieutenant governor's pay is set by law and may not be increased or diminished effective during the current term.

In 2012, the lieutenant governor was paid an estimated $120,000. This figure comes from the Council of State Governments.
2010
As of 2010, the lieutenant governor is paid $17,699 a year, the 42nd highest lieutenant gubernatorial salary in America.
