Phillips ran for re-election in the 2012 election for West Virginia House of Delegates, District 25. Phillips defeated Lyle Cottle in the May 8 primary election and was unchallenged in the general election which took place on November 6, 2012.[2][3][4]

2010
Phillips was re-elected to the West Virginia House of Delegates District 22. She was one of three candidates running for the two District 22 Delegate positions on the ballot in the November 2, 2010 general election. Her opponents in the general election were Republican Shawn R. Spears and Democrat incumbent Daniel Hall. The two top vote-getters were elected. [5][6]
