Menard received a B.A. in elementary education from the University of Alaska in 1975.
Prior to joining the senate, Menard was a member of the Mat-Su Borough School Board from 1996-2007.

Menard was born in Cheboygan, Michigan. She is widowed and has four children. [6] One of her children, Steve Menard, served on the city council of Wasilla, Alaska, before being recalled by voters in February 2012. [7]
