Gladden served in the Maryland State House of Delegates from 1998 to 2002. She was then a Delegate at the Democratic Party National Convention in 2004. She joined the Maryland State Senate in 2002 and has served in that position since. From 2003 to 2007, she served as Senate Assistant Deputy Majority Whip. Gladden has served as Senate Majority Whip since 2007.
Gladden was a Financial Consultant for Merrill, Lynch, Pierce, Fenner, & Smith from 1988 to 1990. She then worked as a law clerk for Judge Mabel E. H. Hubbard of the Baltimore City Circuit Court from 1991 to 1993. She has worked as Assistant Public Defender for the Office of the Public Defender for Baltimore City since 1993.
Gladden earned her AB in History from Duke University in 1986. She went on to receive her JD from the University of Maryland School of Law in 1991.
During the 2011 session, Gladden sponsored legislation to renew race-based reporting on Maryland’s traffic stops. Gladden's bill would renew a statute that expired last year. According to a MarylandReporter.com article, the bill requires officers to record the time, date and location of a traffic stop, and whether or not a search was conducted, as well as other information.
